The Commission for the Blind and Visually Handicapped (CBVH) provides rehabilitation services to individuals who are legally blind and reside in New York State. CBVH Programs include:
Training for Employment
Business Enterprise Program
Programs for Older Adult
Programs for Children
Services are coordinated by counselors and children's consultants located in eight regional offices. A link to a listing of these offices appears at the bottom of this page.
Who Is Eligible
Any New York State resident who is legally blind may be eligible for some of the services provided by CBVH. Legal blindness is defined as:
If you are unsure if you are legally blind, CBVH can assist you in determining eligibility.
If you are interested in obtaining your first
job, returning to work or keeping your present job, you will be assisted by a vocational
rehabilitation counselor. A plan of services, which can include training and/or education,
will be developed by you and your counselor. You will have the opportunity to review and
adjust the plan with your counselor on an ongoing basis. Upon successful completion of the
plan requirements, CBVH will assist with job
placement. Services are also available for those interested in learning skills for
independent home management.
Business Enterprise Program
Under federal and state legislation, persons who are legally blind may be eligible to operate facilities in government buildings. These facilities include newsstands, snack bars, and cafeterias. Management skill training, initial stock and necessary equipment are provided. CBVH also furnishes continuing support services to program participants.
Programs for Older Adults
If you are 55 years or older, programs are
available to teach the skills necessary to maintain independent living. This includes
kitchen safety, management of various household tasks and traveling safely in and around
the home. In addition, social concerns can be addressed in order to remain involved with
family and friends.
Programs for Children
CBVH funds programs for children who are
under 14 years of age or,
if multi-disabled, under 21 years of age. A parent or guardian can apply for services on
behalf of a child who is legally blind. Working with the family, a children's consultant
develops a plan to meet the child's needs. The plan may include services provided in the
home, the community and/or rehabilitation agencies. The children's consultant may provide
counseling and guidance to the family, advocacy services, case management, educational
consultation and vocational coordination.
